The Buffalo News.com is reporting that Gov Andrew Cuomo intends to veto a bill which would allow school districts to borrow funds to pay for pensions,  The intention of the bill is, of course, to find a way around a school district spending cap.

Unfortunately this state legislature is very suspect when it comes to protecting the public's interests.  First of all, how would a bill like the above even get to the Governor's desk in the first place?
